Silly me, I went and put the CSM3 card in slot 1. I'll try moving it below
the HDLC card, say to slot 16, so the only thing below it is the floor
below. That should help.

We need a list of where cards should be installed in relation to other
cards. Evidently, there can be pitfalls to just sticking things in an
available slot.

Of course, I'd rather I could allocate resources by card type in software...
