(ASCEND) static addressing

I've got two identically configured Max 4048's running 6.1.3 ftik.m40.
(I saved the configuration on the one that was working, changed it's
IP address and loaded it to the Max that isn't allowing the customer
described below to work.  With these essentially identical Maxes, the
problem persists.)

 I've got a customer who needs a static address block.  When he
connects to one max, everything works fine.  When he connects to the 
other, he can see a couple of web servers on our ethernet, but can not
see our border router.  The border router is configured to send
everything within our Class C's to the ethernet and everything else
out the serial line to the DSU.

Doing a traceroute from another machine on my ethernet to the
customer's machine when the link is not working results in a loop
between the border router and the max.

I've got the customer's static address and netmask defined in the
RADIUS users file using the Framed-IP-Address and Framed-IP-Netmask
parameters.  I'm using Ascend Access Control for authentication.

My other customers are using dynamic addressing and each Max has it's
own pool of IP addresses to draw from.  We do NOT have routing issues
with dynamically addressed customers, including the static address
customer when we give him a dynamic address.

The customer is using a Pipeline 75.

Suggestions as to where to look next would be greatly appreciated.
