(ASCEND) Dead MAX4000

We had a MAX4000 die on us a while back, thought it was the power supplies.
Just finished replacing both, upping the old US70 to a US100 at the same
time. Both new p/s test fine on the bench, all 5v and 12v pins read as they
should. After reassembling the box there is still no response - a/c in is
good, switch is good, d/c out is good under a load, fuses all good - but
the fans don't turn, all 4 LEDs on the front panel light up and remain
solidly lit, and on the back panel the UTP ("UIP") green light lights up
and stays lit. That's it. No response from the console port.

Next step I can think of is to send it back to Ascend for repair - but
first, does anyone recognize the situation and/or have any suggestions?
