(ASCEND) IP filters



I have a quick question regarding filters.  I am in the process of setting
up a couple of filters for my maxen (4048).  I want to accomplish the
following:

1. allow the "generic" user full access with the exception of ports such as
12345 (netbus).
2. allow the "mail-only" users access only to the authentication machine
(radius - is this necessary to specify?) and the pop/smtp server.
3. allow the "guest" account access to our signup http server (only).

I have been reading up on the filtering capability of the maxes, but I am
at a loss to understand exactly what I need to do.  I know that once I
create the filter, I can set the filter to use from the radius server (I
think I know how to do this).  Where I am lost is understanding exactly how
to configure the filters.  All my POPs have a cisco router attached through
the ethernet port.  

Would I be better off applying these patches to the cisco?  If so, how
would I set the filter in the radius users file?  Are there other filters I
should be wanting to set up?  Are there websites I should be looking for
that would explain this stuff in greater detail?
