Have him bring his PC and modem into your offices. Telstra "checking" the
phone line doesn't mean jack. You could of course try lowering his speed or
any number of other things but you'll find it a lot easier when you are in
a situation where you have a 'known good' configuration not to mention the
resources available for testing in your office.
