That'll prevent digital calls from taking HDLC processors on the csmx card,
but it'll also prevent calls from overflowing onto it, which we want.
Still, it's something.

Ascend's suggested workaround is to ensure that the csmx cards are lower in
the chassis than the HDLC cards, and to set
digital-call-routing=slot-first. I did this, and upon resetting the TNT
found that the csmx card and nailed profiles come up _before_ the HDLC card
finishes booting. Therefore, all nailed profiles will take HDLC processors
(and therefore modems) from the CSMX card.

Your suggestion of outright disabling the call routing may be the only
current workaround. Ascend says they're working on the issue.
