(ASCEND) troubles with radius

I'have a MAX 4000 with a 16modem card 
my server radius is shiva access manager 4.5
when a user is connecting he not go up always at the first try but at the
second he have success...
If there are several users on line (4 or 5) all user can up the connection
at the first try
my taos is 6.1.24 as suggested me by Ascend support..
can someone help me ?
