Ascend fixed things with backup dialing in several releases. We do 
finally have it working correctly with the current releases of the 
code, 6.1.4x. Do that first, and if it still doesn't work there's 
probably a problem with your config too. But even with a correct 
config it doesn't work in 6.0.x, IME.
