(ASCEND) modem compatibility problem?

I have a user getting the following on the details -

We have an Ascend 4000 Max and the user has a texas 
instruments 56k modem. All settings are fine latest drivers etc two 
ascends neither of which he can connect to running 7.0.3 and 
6.1.24. any thoughts? I've never seen no disconnect cause code 
before. He can connect fine to other service providers. Win98.
