(ASCEND) Loop-start, wink-start

I got an issue, Im hoping someone has some familiarity with.

i used channelized T1s - have always set to wink-start - and they all
work.  The telco swears they provisioned loop-start, but loop-start doesnt
work.

NOW - they installed 2 new lines - swear they are loop start, and they
definitely dont answer if I set for wink-start.  If I set for loop-start,
the call seems to get answered - but no * in the telnet screen on the
ascend unit, and no modem tone - it just sits in dead air for a few
minutes, then drops.

There some trick to loop start?
