(ASCEND) Cisco 1720 connection to Pipeline 400

I'm having difficulty gettin this ISDN connection to work properly.  The Pipeline400 is set to dial and answer and should be the device initiating the connections.  Unfortunately, the Cisco 1720 is continuously "flapping" the connection wiht the Pipeline.  It does eventually come up but only stays up for short periods of time before the connection drops.  I've had the Cisco TAC and the ISP in a conference call but I continue to have difficulty.  The ISP side has the Pipeline 400, my customer has the Cisco.
