4) Everyone is asked if global pausing is ok; if so, everyone is paused.
   A paused timer is used (default to 1 min; and can be changed by admin)
   When the timer poped, the game unpaused automatically or asked everyone
   if they want to paused for another paused period; if _everyone_ agreed,
   then the game paused for another paused period.
