Some motherboards won't make a beep or anything unless you've got a CPU
and RAM installed.  Maybe you need to put those back.  The keyboard lights
are a good sign that your keyboard conroller and your BIOS are working.
If the BIOS wasn't working, they probably would have stayed lit.
