I have seen a disk with a bad interface drag the entire scsi bus down.
On numerous occasions.

Seagate has the jumper settings online at:

Id's 0-15 are valid IDs for wide scsi3 devices. Your interface and
cabling need to be able to support wide scsi3 for it to work of course.
