Thinking along similar lines, I've disabled the motherboard's serial
controllers and set IRQ 3 and 4 (along with a couple others...) to 'used by
legacy ISA', which I would expect to take care of that.

After sening out my original question, I also took a look in Win98's system
config dialogs and saw that, according to them, COM1 is present and working
perfectly.  There's just not anything attached to it...
