Time for the scientific approach.

Not sure what you mean by system config dialogs.  If you haven't already, go
to Control Panel->System->Device Manager, click on Print Summary.  That will
give you a quick list of all interrupts, I/O ports and DMA channels in use
under Win98.  Much easier to read this list than to click on everything
individually.  Look for anything out of the ordinary, especially anything
using IRQ 03 or 04.

(thinks out loud): The problem is occurring both in Debian and Win98.  That
eliminates software drivers and OS config.  You've tried a known-working
mouse with no success.  That narrows down the problem to the PC internal
hardware.

Jen brings up a good question: do you have an internal modem currently in
the box?
