The BBS isn't using PRI's or CT-1's, right?  Maybe a combination of
mediocre phone lines at the user end, and a mediocre analog line on your
end is enough.  People that have decent phone lines at home connect
fine, but you're just far enough away/have just enough noise to push it
over the line.  Just speculation.  When I ran HFO out of Shoreview
(20,000 feet from the CO) I rarely saw 28.8 connections between me and a
user.  Usually the best was 26.4 or 24k.  Very few people got more than
28.8

Could also be an incompatability between the modems.  You're using
Couriers, which should alleviate most of the problems..but some really
shitty modems only work well with other really shitty modems.
