It may not be anything to do with ppp at all. See if you can
talk to the modem using minicom. Your modem may not be set
properly, or the lock in /var/lock/LCK...* for your modem
may be hanging around which makes KPPP think that your modem
is locked. Though it should take care of stale locks somehow.

pppd is a part of the "ppp" package and if you have redhat you
can get the pppd sources of the ppp-*.rpm in the SRPMS directory
of the Source CD.
