On most distributions of Linux /etc/rc.d/rc.sysinit is the first script
to be executed on boot-up, and /etc/rc.d/rc.local is the last script to
be run on boot-up. So just put your ipx config script at the end of the
/etc/rc.d/rc.local script if you want it run after everything else is
configured.
