No, PuTTY doesn't support ssh2.  Here is what the wishlist
says:

SSH 2 support. The licencing on SSH2 means that I don't tend
to know people who run SSH2 servers, so it would be difficult 
for me to give it proper testing.  Someone else is welcome to
do it for me, though. 

What you really want to do is run an ssh1 server on your
Linux box.  Not ssh2.  After you get sshd (version 1) going,
then it is just a simple login to the machine.
