	To me, this looks like a job for a Virtual Private Network.  I'm
guessing you could accomplish what you wanted if you had a secure tunnel
between fw #1 and fw #2.  You could configure fw #1 to forward packets
through the tunnel to fw #2.  This is just a sketchy guess as to how you
might do this though.
