Hmmm.  I think priority is to allow people to play the game.
The feature packets idea might allow for this by essentially fudging
information sent to the client regarding those extra slots.  Perhaps?
[i.e. not displaying in player list, and morphing messages sent by
these players]

As far as clients connecting as an observer.  Hmm, I say let them break.
