Which goes against what I'm trying to do.  Tom requested extra obs
because Team Captains who captain from observer slots were having to
fight with other observers for the piddley 2 slots per team, if I
remember the thread correctly.

COW sends a "Feature packet" feature packet before it finds out what
slot it is.  I can try to add a "more slots" fp and have the server
morph the lists and messages accordingly.
