Problem found and fixed.

The code was not generating as many update packets in the same buffer
as there were metaservers.  Fixed in CVS now to avoid that, being tested
on continuum shortly.  File ntserv/solicit.c.

As I mentioned to Carlos in IRC ... if it wasn't for his third
metaserver, this bug might have silently sat in there waiting to bite.
