Not really. Between high clue teams, both quickly realize that
they will never be able to take the other team to core. Any skill
difference is usually translated into the more skilled team having
to do low-pad drops on the less skilled teams front, who then does
high-pad drops to retake or reinforce. End result is usually 10-10,
with the occasional dip to 11-9.

In this situation, both teams plays the army-game, stashing up
20-40 armies and basically waiting for an enemy mistake or the 10-15
minute left mark, when the stash is hopefully translated into a
regular time victory. The other team does the same... usually ending
up with an OT.

As far as I know, there is no better strategy against the
army-hoarding-game than outdoing the other team at it... the boring
part is that you have to be _much_ better than the enemy team to play
any other strategy, once the other team start doing it. Even when
playing against the seasonal cluestack, less skilled teams have a
pretty good chance of achieving OT using the hording game.

Thus the games can often be characterized as 75 minues of
waiting around, following by 15 minutes of intense gaming.

To avoid this problem, I belive you should try to flatten the
saddle curve... one way to do this would be to change the planet layout,
moving the enemy teams frontline towards each other, thus decreasing
the "home" advantage over one's own frontline.
