Is ths MAX on a PRI or CT1 line ? Have you tried instead:

NAS-Port-Type = Sync

Which I guess would be the case for non-ISDN lines, as a CT1 may not be able 
to discriminate.....I'll look into what is supposed to be the difference
between "Sync" and "ISDN-Sync"....

Only when set as a check-item on the first line. Putting it on line 2 has no
real effect.
