Yep. Although I can't see myself ever wanting to do that, I can certainly
see how smaller ISPs would find this valuable in that it would leverage
existing investment.

The GRF's route processor *IS* gated. Its not a permutation, it is the
real thing.
The way the GRF does this is rather cute, actually (including the way the
routes are picked up from the core table and distributed to the cards, etc).
