What else do you have on this box? Is it just modems or do you have T1's
terminating into it as well? Depending on the card mixture, certain
circuits take up HA resources. You have a limited number of HA
'connections' that you can handle simultaneously, not necessarily calls per
se. So if a nailed circuit is utilizing HA resources, then that's less
horsepower for modem calls or other connections.

It's my understanding that the Frame Line cards don't use HA resources for
connections, but the CT3 cards do.
