Where are you located? It could be that you only have one CO that has a
switch where CLID is installed. Calls from those exchanges would have the
CLID, but other areas would not. Despite the BOCs claims to the contrary,
there is still a good chunk of the public service telephone network that is
running on shoddy out of date hardware.
