That's the way it was 'supposed' to be. And it used to be even more that
way with the Patch and Incremental releases they used to use.

Of course it is possible to exaggerate that and have a whole bunch of trains
like Cisco. Hmm, I need thta feature, it is in the 11.1(xx)CA train, and
this other feature is in the 11.1(xx)CC1 train, and neither of them are
in the release train (11.1(xx) plain), and there are bugs in CC1 and/or
CA on top of that!
