This is reminiscent of a TNT bug from way back in the 1.3Ap24 code 
days. Lemme see... TR 3048. This bug prevented the TNT from 
RADIUS-authenticating ISDN calls when the RADIUS servers are on a 
Frame Relay link handled by the same HDLC card and the ISDN call is 
assigned to.

This was pretty obscure, but it bit us at the time. It's long since 
been fixed, but if you have a similar config, try moving things 
around. Put a RADIUS server on Ethernet, or on a PPP link, or change 
how HDLC resources are allocated, etc.
