(ASCEND) Radius IP Pool without radipad

I fixed a bug on radipad once, but I never saw a stable configuration
running for more than a week. I think the radipad thing is a good
idea, but when I tested, it didnt work right.

You can set up pools in each NAS, and let itself assign them. That
is achieved setting no Framed-Address in RADIUS response. The standard
says that it should be done setting a fake 255.255.255.254 ip in
Framed-Address attribute. I'm not really sure about it, now.

There's a way to set up the NASes with the pools via RADIUS (the NAS
asks for it when it receives a pool # that doesnt know about), but we
prefer setting the pools manually, a separate slice for each NAS.

In our system, I hacked the user_find function to assign dynamically
an ip via an SQL database. That works for us, but may want a cleaner
solution.
