On the RedHat install disk there are three libjpeg packages:
libjpeg-6b-7.i386.rpm
libjpeg-devel-6b-7.i386.rpm
libjpeg6a-6a-2.i386.rpm

All three of them co-exist on my system.  I'd say install them all.  Let
me know if there's a reason not to do so.
