Since their motd clearly states that hosts other than UMN are allowed,
you might want to consider having your ISP contact them (or just find a
different irc server)

Odd that they say that they limit it to MN, when I can connect to it
fine from North Dakota. (IRC...yeah...that's a good user for the
Internet2 link... =)
