writing Joliet cds

I'm trying to write some cds for my roommate.  He runs win9x so he
wants them in Joliet filesystem.  I'm using mkisofs-1.12b4 and b5.  I'm
not generating a TRANS.TBL file.  When I burn them with -J for joliet
filesystem Linux reads them fine and recognizes them as Joliet cds. 
When he puts them in a windows machine it only sees the first directory
as the root of the cd and nothing else.  I successfully burned one cd
with 1.12-b5 and the same options, but the second one dies.  Anyone god
any clues?

Here's the options:
mkisofs -J -r -v -l -V "volume name" -o ~jpschewe/temp/file.iso /mnt/cdrom/

Directory tree looks like this:  What he sees under windows is as if I
had burned the cd with (Yes)... as the root of the cd and therefore
only sees those files and those files are readable just fine.
