Our nameserver *IS* directly connected to almost all of our subnets, but
it's not doing any sorting.  I wasn't aware that named did any sorting.
What named are you running?

Since our nameserver doesn't do the sorting, we have to rely on the
client-side resolver code to do the sorting (which uses at sortlist.)
