Nate,

I am using the Internet Software Consortium (ISC) DHCP server at work. 
Assuming this is what you are using, just touch dhcpd.leases and the
server should start up.

As to the man page, I'm not sure what's happening.  There is a
dhcpd.leases(5) man page on our system.  I suppose you could try
downloading the software from http://www.isc.org/isc and just extract
the man pages.  Perhaps they also have the man pages on line there.
