Look here for the list at NTP's home page:
http://www.eecis.udel.edu/~mills/ntp/servers.htm

Of course, when I last tried to look up a site on those pages, I
couldn't find much of anything freely accessible in stratum-2. On my
@Home cable modem at home, the ping times are pretty bad (in the 200-400
ms range), so who knows how accurate the times are at that point..

However, here at the U, I get <2ms ping times, so it looks like my clock
is pretty accurate (or at least in sync with the routers around here,
which is all I need)

If you want the best possible time, beg someone that has a low ping to
you or just give up and get the radio ;-)
