If you have X set up to understand 104-key keyboards (the ones with the
extra Microsoft keys), one of the extra keys can be configured as a
`compose' button.  For example, press [COMPOSE]-a-' to get an accented a
(á <- may not display correctly anywhere except my system ;-)

The only thing I can really see in my XF86Config that would enable this
is the fact that I have my keyboard model set to 104 keys (like I
said).  The relevant line is 

    XkbModel "pc104"

which is in the "Keyboard" section.
