It should be a separate effort undertaken by one person immediately following
a release when there are as few changes pending as possible, since it may
make it difficult to merge patches.
I would suggest that at the next release someone state they are performing
this task, and give a date that the results will be posted back.
It's the same with any major change, such as major reformatting to use a
different indenting or commenting style.
Could you get those INL patches in first, Dave? I'm holding off on 2.7pl7
for you.
