more bugs



Carlos, some other fellow and I debugged the INL robot some more and ran
across some problems...

1) Game doesn't stop after a geno.  Geno obliterates everyone, forces
them to quit, and resets the galaxy (i.e. pickup mode geno).  But upon
rejoining, the INL robot is still running.  Meaning, the original slots
are still captains, and game concludes after the time is up.

2) After a game has ended normally, there is no way to reset the server
for a new game without forcing everyone to logout and wait for the daemon
to terminate.

3) While this will almost never happen in a normal game (pickup or INL),
slots seem to ghostbust sporatically if xtkill is used to change a player
to an ATT.
