(ASCEND) Problems configuring MAX 4004 for 56k



Hi,
 
We have a 4004 with 5.0p26 with two T1's for our dialups.  We are both the ISP and the telco.  When we first installed the 56k modems on the MAX a few months ago, we had the T1's provisioned at D4 and AMI.  56k modem connections were coming in at 28.8k on our local loop, yet customers coming in on Nynex trunks could get 38-48k.   Ascend tech support told us that we needed to change the provisioning to ESF and B8ZS.    Our old switch wasn't able to support this so we had to wait until a major upgrade to a brand new Siemans EWSD digital switch, which was installed a few weeks ago.  We have built the T1 with the ESF and B8ZS, and we are still getting 28.8 or less.   On top of that, some customers can't even connect when we switch to 56k modulation.  
 
Keep in mind, we are also testing from inside of the Central Office to avoid any possibility of A/D conversions.  Still the same results.
 
Does anyone have an idea on what the problem is, why we can't seem to get 40-48k on our local loop?
