You must make sure your T1 is trunk side rather than line side. With line
side, 24 pairs leave the switch as analog POTS lines, then get muxed to a
T1. 56K modems will not work with this arrangment. So even if you are
testing from the C.O., you must make sure the T1 is trunk side. Also the
switch digital padding can affect things.
