I've learned how to do that update in emacs.  When I've just changed
something in a source file, I hit "Control-X 4 a", and the appropriate
ChangeLog file is opened and a new ChangeLog entry is commenced.

Unfortunately, there is an $Id$ line in ChangeLog and emacs adds the new
change to top of file, but I can cope with that.
